Personally, I've done all the plumbing that's been done in my house, my son's houses and most of my neighbor's homes for the past 40 years, with no permit. It works and there's never been an inspector in to look at any of it. If you are moderately intelligent, have a sprinkling of common sense and mechanical bent, make a workable plan, then work your plan. Make sure it all works properly when you're done and doesn't leak, and you're good to go.

Doing a repair no permit or inspection needed. Remodeling then the permit comes first

It's possible to get a homeowners permit in some areas. The inspection would only be for your own piece of mind and in my opinion a good idea.

Depends on what you are doing. If you are remodeling a room, kitchen, bath, or main pipes. It is always a good idea to get and inspector involved. This is to protect you the homeowner. Venting is the biggest reason for this. Most people dont understand how venting works or why it is so important. Now if you are repairing a broken pipe or replacing a sink/ toilet I wouldnt worry about it. I have lived in many places people did their own plumbing and it has always caused problems. Always get a permit before calling inspector. Wait at least a couple days after applying for permit to call on for inspection. You are supposed to get permit before the work, but will they know?
